I've got an idea.
We could run some of the queued tasks when a banned user tries to access to site. This will delay
them being able to access the site, however it won't be a problem as they're banned and it will help
to avoid delaying people who aren't banned.
Depending on the host, it might be possible to just schedule events on the database side instead of
crudely trying to emulate it on the software side.

That would be kinda useless, people would become aware of what's happening and find ways to get
around it or simply complain on these forums about the feature as being annoying.
